31.8mm is the size you want.
Do you have another problem in that area or were you just being overenthusiastic with the allen key?
Seat clamp shouldn't take too much tightening if everything else is in order.

Not very nice at all.
The bolt isn't articulated, so overtightening buggers the bolt and the collar.

I'm just too keen when it comes to tightening it down. I do it all the time, i'm an idiot.
Thanks for the advice but the 31.8mm the shop gave me was still too large even when bottomed out and both parts of the clamp were touching. Must be more like a 29.2mm.

Only if the steel is 0.7mm thick at the seat tube cluster, I guess steel tubing varies a little.

On One/Planet X do what appears to be an odd size at 29.8mm. If the 28.6 is too small and the 31.8 is too big maybe it's one of these.

Seems to be an inexact science.
I put a Powerplay 31.8 on Mrs K's wheels of steel and it wouldn't tighten down enough, but a 28.6 M_Part wouldn't fit over the tube at all.
My CONdor is steel and takes 31.8mm

Have you tried Cavendish, they're bound to have one that'll fit an IRO seein' as they sell 'em an' all that? If not, Brixton Cycles are open 'til 7 tonight, pop down with your bike and they'll sort you out... I got a replacement for my IRO at London Fields Cycles, special PitLock one tho' so may not suit...

I would guess 27.2 + 2 x the wall thickness of your seat tube.
The reason I don't say simply measure the diameter of your seat tube is that it may be a little smaller when tightened down round the post and considering a seatpost clamp will need to be within 0.2mm of the correct size to work this tiny variable is important, jesus this is a long sentence, possibly the longest I have knocked out today and it is still going, in fact it seems to be picking up speed, I think I should introduce some new ideas to keep your interest, do you think anomalous monism or epiphenomenalism have a place in the sciences, I am not so sure.
