The rims are really that wide?
The 27 is the long measurement like measuring a pizza, the 1 1/4 is the thickness like measuing how deep the crust is.

27x1 tyres are rare but they do exist. Its a fairly expensive experiment though, so are you sure that the frame isnt designed for 700c? or something unusual is not going on?

In 1965 claude butler catologue 24" frame has a 27" weinmann rims and 27"x1 1/4 tanned Michelin tyres there is some room for smaller ones about 1/2" any more the brake won't reach

This sounds like a stupid question, but I have no clue. Can I put say, a 700x20c tyre on my 700x23c rim ? Would it work ?
I'd appreciate anyones knowledge on this !

i often wondered this myself and found out that 700x20c can be put on 700x23 rim. apparently, as long as the tyre and rim have 700c measurements the former can be of any reasonable size, say, 700x20, 700x21, 700x22, 700x23, 700x24,700x25 and so on.

Does anyone know how wide a 28mm tire would measure on a H+Son TB14 rim?
The tires I'm thinking of are Schwalbe Durano Plus 700x28c

Thanks for your reply I just tried dare I say on this site but the drop out bolt stops it going back anymore than half way .I was thinking do you get 1 1/4 tyres that are not so bulbous with stiffer sides
