It is used to adjust roller brakes.

TfL probably as hundreds of spares as you would need it for Santander hire bikes...

Got sold a frame as 27.2 but its not that, or 27mm and I dont have an abundance of seatposts to try :(

27.0mm too loose and 27.2mm too tight?

Given that seatposts are sized in 0.2mm increments, I'd say the top of the tube is distorted: probably by someone clamping a 27.0mm seatpost in there.

Take it to your LBS and get it checked and likely reamed.

Camberwell is home and work is in hoxton but I dont mind riding with it strapped to my bag.

Both too tight, 27mm went in, but not far, 27.2 basically wouldnt go past 1 cm.

Pretty sure it'll be a 26.8

I'm 5 mins from Hoxton but to be honest you would be passing lots of good bike shops on route, have you tried Edwards in camberwell usually they have plenty in stock and very helpful but I can help anytime after 3 pm this week cheers.
