You know, I think I might start regularly posting a picture of my uninjured head with the caption "no head injury suffered whilst cycling again today despite not wearing a helmet"

tl;dr
i crashed once - bike went out from under me sideways on a wet manhole cover. my head slapped the ground - if i hadn't been wearing a helmet it would have hurt.
all the 'evidence' i need to remind me to wear one. -

I crashed once, the day after spending £150 on a new helmet. My pump fell off my bike and somehow jammed in my front wheel. I head butted the ground and sustained two deep gashes above my left eye.
Happily I had left my helmet at home, and it was undamaged, saving me £150! -

I did something similar. My face skin grew back, I don't think the helmet would have fixed itself.
I also saved the Tube fare from home to the Oval and back.

I doubt they understand any of it.
Scheuer will have been lobbied by the helmet and road safety industry/-ies. The latter acts as a fig leaf for the former.
