Haven't finished reading through it but I can't see how a meta-analysis of studies which themselves tend to be highly flawed is much use. And forgive me if I don't trust it coming from Australia trying to justify their ridiculous mandatory helmet laws

I slipped on a wet manhole cover, worn down to a mirror finish.
Perhaps councils shouldn't put stupid slippery metal plates on public roads instead of putting the blame on the cyclists/motorcyclists by suggesting "oh a helmet is so safe". Hm, yeah how about not putting people at risk by shit infrastructure?
(which is true for motorists too, they also get put at risk by poorly designed junctions and so on)

Those are safety measures that:
-Have actual hard data behind them , that are tested to much higher standards than helmets and are tested for the actual purpose that motorist seem to think cycle helmets are for: Crash safety (not falling at 15 mph from a height of a meter and a half hitting your head on a static object)
- Reduce many injuries, not only head injuries, and increase survival rate across the board -Aren't part of a round of indirect victim blaming "oh their car only had a 3 star safety rating and one airbag...so yes, their injuries are partial to blame" said nobody ever
That doesn't mean that there are no arguments for wearing a helmet in types of cycling where there's a high risk of falls (peletons, MTBs and so on) as that's exactly what they're tested for: Falls.
But for commuting, how about safer roads first for everyone?

Yes let's talk lots and lots about helmets, obsessively and research them, compel people to wear them, fine them if they don't, and talk how helmets saved our lives....

But of course the article writer can only suggest helmets are the causes, as there may be other factors at play also. Perhaps infrastructure has gone to pot too.
