How many tests did you fail?
When I become PM / special advisor the rule will be that if you fail twice you just accept you're not cut out for it and take the bus.
If we made it harder to get a licence driving standards would be higher and there would be fewer cars on the road.
Then it wouldn't be necessary to wear a helmet.
Or it still might.
Depending on the outcome of the studies I will appoint Jeez to conduct.

Brun, I passed first time and have never had a point on my licence in over 20 years of driving. This apparently makes me an authority on safe driving.
I am a liability behind the wheel, I have written off two cars through poor awareness and I speed everywhere, only slowing down for cameras. Being a bicyclist makes me marginally safer around other bicyclists but only a fraction. I would hate to be bicycling around London when I am behind the wheel.
PS. I drive a big car because I don't like getting hurt when I crash.

This kinda, first time passers have higher accident rates than second time passes who in turn have higher accident rates than third time passes, four is where different studies have had different findings and after that the numbers aren't statistically significant.
In short, third time passes are the safest.

As for hours per test passed, 45 is reasonable, I've got people a pass on 25 but it's rare and usually quite intensive. Average would probably be about 35-40.
The driving test is a lot about nerves as well, which in a way means the people that care less can do better. Some of the most cautious drivers I've taught have taken the longest to pass because they are scared shitless about the road, the test and everything in between, they were generally who I would consider the most considerate (if not "best") drivers. The cocky twat 18 year olds who pass first time could probably do with more instruction.
I like the idea of a minimum amount of professional instruction as it means that even if some twat is good enough to pass a test they still have to take on board everything else. (It would have also made me a bunch more money as a driving instructor). -

As an aside I scraped though my driving test with about 13 minors, and my instructor test with 5, which is all you are allowed, and that's because he let me off one when parking. I was a pretty good driving instructor though and I see cunts with PDI and even ADI badges do stupid shit all the time.

I passed my test first time at 16/17, years and years back. A good mate only passed his two years ago in his 30s, after seven (7!) attempts. I'm a safe, conservative (driving style!) and cautious driver these days, not like I was when I was 17/18 and ragging in it around in a shitty Fiat Panda. But I would struggle to have passed his test, though, I think.It has gotten waaaay harder.
