I speculate that London parks still have a continuation of the tradition of carriage drives--where the 'upper' class would take their horse-drawn carriages. I'm sure there's info on that somewhere. Of course, they have long ceased to have that purpose, as these days it's only routine everyday traffic.

And don't build on greenbelt, and don't sell off the forests, and vastly increase the amount of national parks in the UK, and increase fuel duty, and make the driving test more stringent, and introduce compulsory re-testing at five-year periods, and bring in harsher sentencing guidelines for death by dangerous driving. The gf (who has been riding for a year and who doesn't like descending) was pulled over at the bottom of Dark Hill for doing over 20mph. Got off with a warming, but seemed unnecessarily harsh given the stretch of road

Not true in Royal Parks.
On normal roads the speed limit only applies to "motor vehicles".
But the Royal Parks Act is worded slightly differently and so it applies to all vehicles (pedal cycles included). So you can be charged with speeding on a bicycle where the Royal Parks Act applies (this includes Richmond Park).
Not knowing your speed isn't a valid defence either.
My record is 46mph down Broomfield Hill.
