No it's definitely them being arty. Instead of 'fade to black' they go out of focus or start the piece out of focus and bring it into focus. It annoys me just thinking about it. When they show a playground full of kids in a news item about standards of education in inner London, for instance, they'll have that completely out of focus whilst narrating over the top. Now I know why they wouldn't show faces but I also know what it is they are talking about so I don't need any visual cues, least of all something that makes me think I'm losing my sight.

Wandsworth Bridge.
Three times now my chain has jumped off while on it. Twice on descent and once, 20 minutes ago, on the way up.
I was going up it when I noticed on the other side some guy about to go over his handlebars heading the opposite way on the other side so I stopped to go help/see if he was ok when I went to cross over chain just fell off so still clipped in coasted over got on the pavement hooked the chain back up eventually and when I looked up he had gone.
Fuck samaritanism.

Windmill Drive. That road that cuts through clapham common. Worst road surface I have to encounter in London and idiots drive right down your lane at speed expecting right of way.
Gave me a double snakebite yesterday. Obviously under-inflated but still massive shoddy holes everywhere.

This happened to me!
Trackstanding a (freewheel) bike which had mudguards. I lose balance, plonk foot down but nail of big toe gets caught on mudguard-rod. Comes clean off! Fucken hurt! And loads of blood.
I don't get the time to watch too much TV these days but it seems that cameramen, and women (Loretta), seem to be unable to focus their cameras anymore. It happens everywhere - news programmes, documentaries etc. It isn't arty and it's not clever. I sometimes look up at the screen and think my diabetes has just got worse.
