under the UK law, the fixed wheel tranmission counted as a brake (providing you got foot retention)

Construction & Use regulations make no mention of foot retention, you just made that bit up.

Riding brakeless is apparently cool, smashing your face on the back of a cab isn't. Riding with brakes is not cool but being able to stop and avoid injury to yourself and others is gotta be even cooler. I ride fixed w front brake, 1 1/2 brakes is the way to go!

I ride brakeless because I don't have drillings for brakes. I do use a low gear which prevents me picking up too much speed.
