It is a legal requirement for a bell to be fixed to all new bikes sold.

it's not all new bikes sold, competition bikes and custom bike intended for competition are exempt.

Im building up a singlespeed with a fixed/free hub, cant decide whether to have the brake on the front or the back. Is there any obvious disadvantages to either?

no, you put both on a singlespeed, and a front brake on a fixed.

if fixed front (70% braking power)
you HAVE to have 2 brakes. -

front. is about 70-80 percent of your stopping power. back isn't all that necessary, just don't have the brake set too close to the rim so that there is still some variability in the pressure you can apply and you're all good. or run both to be on the safe side and all problems as sorted.

I think you are right.....different rules for bikes being sold to bokes being ridden...
all bikes sold (except competition) should be fitted with a bell....yet it's not a legal requirement to ride with one...for example.
