This site is where I used to buy 650b rando tyres before it was kewl. They have a nice Exal 19 rim for your list.
I've just build up a pair of fixed wheels with 700c Exal LX17 rims (from Spa cycles). They're a little heavy (585g ish) but strong. And round. Very easy to build-up.
I like that they have eyelets (for getting good tension with my rookie wheel-building skills) and wear indicators (nice for a hack bike that'll get ridden in the wet and dark with little mechanical attention).

This amount of threads showing isn't ideal is it? Looks to be about 6/9 threads showing at points. How bad is it and will the wheel explode if ridden?

I reckon that the nipples could end up breaking where the spokes aren't going right through the rim.

I've always found a few threads is fine, that is a load and quite dodgy I think.
But ... it is a small wheel with a stiff rim and lots of spokes.
Can you pump the tyre up hard and get another few turns on <<< possibly really bad advice, proceed with caution

if you change the nipples with some 16mm ones, the threads would be covered more. but you would have to relace/re-true the whole wheel

If you change the spokes for some longer ones then the threads would be covered more and the spokes would be the right length.

Jeez, those spokes are WAAAAAY too short. The first few mm of the nipple is just bare shank - no threads at all so you'll be lucky if you have more than a thread or two actually engaged inside the nipple. Longer nipples are not the answer. I wouldn't be surprised if you could yank those spokes out by hand.
New spokes, sorry.
(Edit. I presume you do have some tension in those spokes?) -

Is it a dick move to lace a set of wheels myself (I have done this before but do not have a truing stand or the skills to tension or true a wheel) and then take them to a shop/wheelbuilder to be tensioned and trued correctly? Labour costs are around 50% less at most places compared to paying for a full build, I assume this is because of the time needed to measure and buy spokes, lace the wheels etc.

I hope not, I did it many times before I started doing my own finishing. If they don't want the job, they can always turn it down or quote you a price which makes you change course.

I work in a shop and won't have a problem with that. Saves half of the work, so it's fair you pay less.

Grease your spoke threads and nipple holes though, will make things easier for whoever is finishing it off.

It's not my wheel but a wheel on a bike on ebay, I asked about it but got a short reply along the lines of
"It’s only done a few hundred miles since last service. Just checked
wheels and they are all nice and tight."Tempted to buy decent replacement spokes and give wheelbuilding another go but going to cost my mate more moneys which she doesn't want to spend

Second spoke from the right is showing 7 or 8 threads. I wouldn’t trust the seller.

Thanks for the response, good to know its alright to do that. I will of course lubricate the spokes and nipples as well
