Ed is suggesting that your seatpost is sticking out of the frame too much, as fluted seatposts were never generally made very long. How much seatpost is in the frame? It needs to at least go past the stays/TT junction with about an inch to spare.

I see, well I bought the bike how it looks, par the bars which i changed yesterday so Ive no idea how much stem is in the frame. But i see what you mean and ill check it out. im pretty tall so it needs to be high, but i could manage lower i suppose.

If the frame's too small, get a long enough seatpost or a bigger frame.
Don't risk damaging the frame or putting the post too far down and damaging your knees.

Probably the back way then.. Did you live around there as a child and move away then? I only ask because I grew up basically right in the middle of Ipswich and Framlingham..
I lived in Ipswich for a while. My mum lives in Stowmarket.

^Reynolds 531 is the tubing its made from, could possibly be a raleigh.
Forks are not original, pretty sure they're Unipack forks.
