Looks weird but not a bad solution if it rains only rarely where you live

I'm struggling to see what it keeps dry. Your downtube?

Until you turn the bars....

I suppose it's to protect the drivetrain (the silly Phil crank 🙃) from spray, right? So when the bars are turned the water won't spray there anyway

The cranks in the picture have dirt/water all over them though.

Are they really that stupid? I can't run a proper front mudguard on my fixed gear due to toe overlap and am looking into something like that, to keep my feet from getting covered in shit.

Can you elaborate? I have toe overlap with my fixed with mudguards as well, not an issue at all.

Toe overlap fear is really that bad?

My commute involves river paths with street furniture that requires low speed zig zagging to get through. I have overlap as it is without a guard, with one I'd probably totally jam up negotiating these kinds of slow bends if my feet were at the wrong o clock.

Hello mudguard peeps. Can I get some advice?
I have had some guards put on my Freddie Grubb. I got them for peanuts on here and then the nice men at Herne Hill Bicycles fitted them for me. They needed longer stays and new bolts etc.
As you can see, the rear guard is "gapped" near the seat tube, using a cable tie, to facilitate the removal of the wheel from the semi horizontal forward facing dropouts. It looks a bit meh.
Is this the usual approach to the situation?
Could post you a spare one for whatever royal mail charges for an envelope
