I'm pretty sure the onus is on the person stepping out into the road, not the person travelling down it but yes, your speed should always reflect perceived hazards.

Quite irrespective of hearing (on which point Ed is right, of course), why would you expect people on foot to get out of your way just because you're on a bike?

Sometimes shared, most of them here are not really designed that well.
