The reason is probably that the bars are for a Cervelo P-series with a 72°30' head angle :-)
I would expect the actual Rio race bikes to have UKSI custom bars, and I expect they also have some of the UKSI carbon aero cranks left from 2012

The bars are UKSI aren't they? Not gonna fit a brake lever to those.
What was the BB on the UKSI bikes? Weren't they 1 inch headtubes? This looks 1 1/8.
