Chroming is a lot more complicated than that, you have to polish the metal up to a mirror finish(ideally) before chroming. Difficult & very expensive to restore old parts like that.

When I had my forks chromed I had to remove the old paint and get them back to the bare metal without any blemishes.

I like that a lot, looks like it'd be a lot of fun to ride.
