your are correct, orig post said brake arm hitting dt, which does not make sense to me , so i misinterpreted it to mean levers hitting tt, and combined with the comment re cables , did not take seriously -

the frame is an anomaly tbh, integrated tt cabling was not implemented on off the peg nags until the early '90's, the stamp on the seat stay hollows suggests late 70's very early '80s,
and the chain stay and non drive stay are crimped, luck patfatenough's super, so it would be a rare mexico -

Point about brake arm is valid. (see where cable outer meets brake on right)
forks are the nuts though (imo) for the era, and no hole in the front, only rear
I have seen a similar setup on an early TT and was equally bemused.
I am running an aero caliper behind fork which has no raised arm and a noodle to track cable away.
It must mean the turning circle is reduced. If you actually look at how much a wheel turns though especially on a TT it is probably still ok.
Just no barspins.
