I don't know when lo-pros with bull horns took over from drops like the Colnago above, but I believe the widespread use of "Tri bars" in Time Trialling happened shortly after this:

Define 'commonly'. Also define 'extensions', as clip-ons came after the weird Scott and Profile bars which integrated the forward hand grips onto bullhorns or drops.
I had them on my hack bike in about 89, RAAM competitors and triathlengers were before that. I think some US cyclotourists were spotted with them in Europe before 1985. By about 94, most UK testers had them.

It's simple, this bike is not meant to be ridden in the hoods at all. The hoods aren't even fitted :)
