Not sure why an obviously tall rider needs 650B, the proportions would look better with 700C and there is a much broader choice of wheels and tyres

Cause the Grand Bois, especially the Extra Leger one are awesome that make the worse of road feel like butter.
The only negative aspect is simply no longer feeling the road buzz that give you the illusion of going very fast.
You're generally right that a 700c with the same size tyres is more in proportion, but it'll be heavier and not as strong as the 650B counterpart, plus, the rear wheel wouldn't be "slammed" with a 700c of the same tyres size.

Rob English is a great builder, but his problem seems to be always doing what the client wants. I prefer his bikes that he's built for himself, rather than some overfunded MAMIL.

The chainstays would have to be longer with 700C, which would actually be an unambiguously good thing
700C would be heavier, especially after adding some meat to keep the strength equal, but the lower rolling resistance would completely overwhelm the small weight penalty, making the bike faster, especially over rough terrain.

As in the difference between a 26" and a 29ers MTB? that would make sense off road, but surely the worse road is no more worse than the smoothest singletrack to notice the difference?

Fair enough, that what usually prompt in my decision to go for similar sized tyres, I can either run 32mm on 700c or 42mm on 650b.
