It has been built for Dominque Gabellini to race. He is one of the reasons that Rapha and Condor came together to form the Rapha Condor team in 2006. Dominque is a keen racing cyclist but recently had an operation on his back requiring him to be slightly more upright on the bike, for now.

What causes it?
Judging from the amount of vegetation hanging off the bike, I'd say an unintended interface with the scenery. You can break dérailleurs off by smacking them on a tree, or you can let the spokes rip them off due to poor set up or flexy wheels, but that usually leaves its mark on the wheel too.

I've heard of a rear mech going through the rear wheel at the rolling start of a race, trashing the rear wheel and frame!

Yes, wrecked frames are not unheard of, especially the more expensive carbon fibre ones which really don't take kindly to the out of axis load on the seatstay.

Do rim brakes even work in those kind of conditions?
When conditions are like that you don't need to slow down, the struggle is keeping moving.
Also once the mech starts to fill up with grass it can lock up and is snapped of quite easily. Hence no spoke devastation...

Stupid bike.Ugly, but not necessarily stupid. Fit always trumps aesthetics, aero helps slow riders just as much as fast ones. Doesn't belong in this thread, but it could still be the right bike for the rider.
