I don't think you have to shout "Whoa", that thing's going to come to a sudden halt of its own volition the first time it hits a paint line.

I agree and sorry about the Whoa I was just pleasantly surprised with that paint job.

And also has anyone any first hand experience of that happening?

My previous bike had only a few Mm more clearance than the one pictured and I never had any issues, neither have a lot of people that run bikes on the street with angles that tight.

Starting to wonder if its an old wifes tale...

Also, the photo is taken from an angle, making the clearances look even tighter.

it happened to Fruit on here. Had fag paper clearance with the downtube, hit a bump, wheel touches, he goes over the bars and the frame gets bent.
