Yes I have two of these frames and it's 650C. It is easy to misjudge photos taken with telephoto lens and that the frame doesn't have sloping top tube makes the front wheel looks very small.
Check out the photo here on one of the frames with wrong wheel size in front 24¨.

By the way I thinking of getting one of these. Because I am getting sick of bikes as they have so many problems. It is always one puncture after another and one thing going wrong after another. The best ever bikes in my opinion were early sturdily built ones of the late 19th centuries, which were built to last a lifetime. Todays bikes are so flimsy they don't last.

Unlike 5 dollar scooters.

If your getting a scooter at least get one that will hold up. Although didn't realise some of them were £500.
