Which velodrome's that?
Wood doesn't look weathered yet the lighting suggests outdoor floodlights and there's tarmac in the middle....
Somewhere in Australia? Swimming pool in the middle as well by the looks of it.

as nighthunter said, may be because of a frame bag... which is what I was thinking. But somehow I don't think so, bike looks too shiny to have had a frame bag in it.
zing.
It's too shiny because it's too new.

Definitly because of a frame bag. I've seen that fatback around the WWW. I've spec'd the same bottle mounts on my fat frame. I was thinking for fuel. As I would'nt want it in with my gear, and its a nice spot for the weight.
I could post fatbikes all day. But I'll limit it (for now) to this Northpaw. The forks and seatstays really make it for me.

Well it's got seat tube bosses too and I'd fully expect it to have downtube bosses also, I understand the putting an extra set of them down there but I don't understand the using them first.
IMO it's just been done for looks.
A bit like unbuttoning the first button on your suit cuffs to show that they are fully working buttons, rather than just sewn on.
I'm sure at some point it's have a frame bag, or it might carry fuel, but right now it's just to prompt the question "how come you've got it there"?
Still a lovely looking bike tho.

There's a 'murdered out' all black Northpaw, with alfine, and belt drive on MTBR.
This is pretty special too.

of course it is, the point is to show that there are bags designed for it.
although such location mean your drink will be rock solid, so it;s usually best to carry a camelbak that your back will keep the water warm.

Ed. The original bike was on a beach.
I think a bottle cage underneath the downtube is sometimes used for a battery pack, tool kit, fuel or just another water bottle which needs to be washed off before you drink.
