Alright, I might be inexperienced with the fixie scene, but I've noticed this on a lot of bikes now and its always puzzled me as to what the hell its for?!! It looks like a load of tape or something. Can anyone tell this newb what it is and why?!

s-works langster are pretty special- I had a 2008(?) and it was the stiffest frame I've ever ridden, I think I miss it!
