Drop brake levers are designed to be ridden just as much with your hands on the top of them as with your hands in the drops, so it's great to have that position available even if the lever is not connected to a brake.
(Fabian really likes riding on the hoods.)

Apparently the horizontal forearms are better aerodynamically than the same torso position with the arms extended down to the drops.

He'd have got third on the drops, you can't do a proper "get out of the saddle and avit" to start a sprint when you're on the hoods.

I saw someone win a sprint on 3T Scatto(? sphinx bars) on the weekend. Nothing out of the ordinary there except that he was on the hoods position. Those bars need banning, or the commissars need to give out specific instructions to their use.

Sphinx is the one with 'hoods', it would take a considerable effort to get any grip on the top half of the Scatto

Can you imagine getting beaten in a sprint by someone delicately resting the heels of their hands on the top of those Scatto's, as if they were gripping non-existant drops? That would suck.
