I guess you just dont ride down anything steep ;)
With my possible new found immortality I was going to try riding down the side of a tower block later and tower blocks are steep. I will let you know how the drop position felt.
Unfortunately I don't live anywhere steep, the best I can do off road are a few hills that get me up to 35mph which is fine in the drops.

The recommendation is to have dirt drops set-up so that the drop part is in-line with or just below saddle height. Basically the height you'd run your risers. This means the tops are often higher than the saddle, which is a bit fugly.
^ This completely. It may look all-kinds-of-wrong in the eyes of roadies/commuters/fixieskidders but it works well once the terrain gets a bit more... er... 3D.
The spacers and short(ish) headtube up ^there^ are probably so people can use riser bars and set them at the right height. So it's flexibility at the expense of beauty.

Saddle+bars IMO questionable, but the frame looks well constructed to me, lovely lugs and track forkends transition nicely to the frame, paintjob is bang on, but the owner has gone a little overboard with the green :Scould've done itself more justice without the green vittorias and green rims :/

the wheels themselves are not meant for that bike, its a very un sympathetic build and even it it were apt that colour scheme and matching tyres is enough to completely ruin it.
may as well put on a coloured chain and risers and be done with it
