It belongs to forumenger Dirty Tricks (I think) - custom built for him in France. If he put some more fitting wheels on it, which he's going to, it'll be perfect.

They're SPD-R's. Metal cleats and you can wind the tension up so that you can't get your foot out if you really want. A few sprinters swear by them
