Investment cast lugs and shells were a big improvement over the usual stamped variety.
All the big custom frame builders in the States started using Henry James in the 80s.
Considered the best back then and a sign of a premium quality frame.

So, what are opinions on clearances? I'd rather have similar front and rear, than have super tight at the back then bigger gap between the front wheel and frame.

Not really, if he put another link in that chain they would look more balanced?

He should have as well, if only the rear axle had been well fitted.
That's stupid considering you need enough room to remove the wheel.

The only reason I can think of to 'slam' the wheel as tight as possible is so you can have more room to install a smaller cog.
Still got a lots of space on the track end though.

Bartape is perfect
pretty easy to use a couple of stones or the like on the tires
