I think there's not much more to se than a pair of brake pads.
In 1981, Hans Christian Smolik (technical editor / columnist of German bike magazine Tour Rund um's Rad) made something like that. Including an integraded brake/shifting lever and some other odd bike parts.

The thing is how do you get the gear and rear brake cables thru the stearer tube?

Tied & soldered makes pretty much no difference to strength. It was originally done to prevent spokes flying around when they broke.
