Spacer look fine to me, on par with a quill stem of similar height.

Just a 0 degree stem would have given enough to have removed 1-2 cm of spacers. A stem with rise always looks bad as does the angle of those bars.

I don't agree with this, but even taken at face value you also have to consider that a big stack of spacers also looks bad, so it becomes a choice between two aesthetic evils. Since no spacers and a stem which goes in a straight line from the upper headset bearing to the bars is the better engineered solution, I'll take an 'ugly' rising stem over an equally ugly stack of spacers every time.

While we're at it, there was no justification for the bent seat post on that bike. The seat tube angle could perfectly well have been laid back a degree or so without interfering with the tyre.

the seat post only has the same setback as any other 'normal' post, it is not as though they have used a layback post have they.
In fact the Thomson has only 16mm of setback compared to say the 25mm of an Easton.

One less spacer, a -17 degree stem and some shallower drop bars would have been my choice for aesthetics

I've got one on my MTB and I think it looks OK, although I'll happily admit that it wasn't put together with any particular aesthetic considerations in mind, I will caveat that by suggesting that lay-back Thompsons are an acquired taste.
Photo is on my profile, I'm not going to bother posting it here just to get shouted at, even if it is just to illustrate a point.

Ah, the lesser spotted early '90's blue Cannondale Track, getting very rare and valuable in this colour... Especially in big sizes... I hear the producers of the next Harry Potter have been looking for a giant one to replace Hagrid's motorbike, what with tarck bikes being down with the kids and more Boris Johnson PC... Bloody rash of rattlecan matte black ones but they can't get an early '90's blue one anywhere!

Those ti frames, are definitely xacd. Don't recall seeing any others with that diamond profile downtube.
Mine failed in three placed after a couple of months - not recommended
