+1 also cheap tubs allow people to try it, with-out spending 50+ a tyre. I guess rallys don't offer as much performance as the more expensive but they do run nice and smooth when you're used to clinchers.
Nice and smooth is something they're not. They bulge around the valve making the ride lumpy. Tried some out once, apart from the horrible ride, they don't last very long at all as they have no puncture protection.
He's obviously spent a lot of money on the bike, so why not the tyres ? All he'll feel when he rides is the annoying thump-thump-thump from the bulge at the valve

Rallies don't have any bulge if you pre-strech them on a rim overnight.
I've had problem with them in the winter (punctures), but not anymore and I tend to avoid gutters.
They are so cheap, I always have spares on me and some Tufo tape (it's road ready straight after putting on).
They are cheap and cheerful, but do the job. As long as I avoid entrances to construction sites and Soho after Friday night. -

You can also invest in something more expensive and use Vittoria Rally as a spare.

the angle of the seat tube look pretty normal, it's a track frame after all, not a BHFS frame.
Try to imanige those bars properly wrapped, then it works a treat.
