it's not pumped up, I think, althought it's likely to be between 19-22mm.

New Mercian Vincitore Special 631 is £950 (maybe £1200 with weird paint that nobody but the current owner could possibly want). Athena 11sp alloy groupset from Shiny BIkes £500. Open Pro on Record handbuilt wheels up to £400. Cheap finishing kit per the advertised bike, £150 tops, plus a bit more for a Brooks if you must. So basically you could build a much nicer Vincitore Special for yourself, in the colours you want, for less than half the BIN price. This one has *Gorgeous Baby Blue*™ written all over it.
With all those picked out lugs, extra bands and chrome, I've just costed that paint job at £607 minimum - more if Mercian charged extra for the contrast linings on the down tube band and at the top of the chrome.

i think the tires aren't pumped up. but even when they are filled, they must be very skinny. this bike used to be some french time trial bike. i like the appearance of the crank/chainring.

i think the pedals need to be changed to straps/cages if not an older clipless pedal system otherwise it just looks wrong

it's not pumped up, I think, althought it's likely to be between 19-22mm.
I think there were some 16mm rims and tubs back then, although Wolber Record 18 were a more common choice if you wanted a narrow tyre

I think it's perfect to be honest, it's a stunning little bike but not too impractical, the component is a little off naturally if you want to carbon-date the bike.

could this bike might have had 27 inch wheels originally what with there being no mudguard eyes. this would have given it much tighter clearances.

Well, we're moving towards finding out how much he paid, but trying to recover costs on that build is a big ask. Probably paid more than £500 for the groupset, too, especially if he paid top dollar for NOS Deltas (and then assembled them without the cable ferrule!), although it's still hard to see where £4500 has been spent unless a lot of people saw him coming.

As it's French, probably not, but it would have had room for at least 700x28 plus mudguards - I see mudguard eyes on the rear dropouts.
