Italian made track hubs with splines for miche cogs and a lockring that is fixed with 3 allen head screws. To me this makes more sense than the traditional screw-on cogs and lockrings... even more so than the 6-hole MTB-discbrake cog-fixing idea (they also make 6-holed hubs and cogs) because there's no stress on the screw-threads from the force applied to the cogs.
They're also in the process of making 19T-22T cogs with miche-splines since miche only go up to 18T.music to my (what left of it) ears!

A few folk are doing splined fixed cogs now, LeVeL have had theirs out for ages, White Industries are shortly to (or have now?) release a hub with a splined attachment (they had prototypes at last year's SSWC in Napa) and now these ones. Pity they all use different spline patterns...

the cool thing (i think) about miche splines is that the cogs are widely available and relatively cheap.
you can e-mail aldone (the guy who makes these): bici.fissa@yahoo.com
he speaks english so that shouldn't be a problem.
i think the price is about €200 for a set (front+rear). -
