Of course, the OTP frame are usually frame China (not sure where), the reynolds steel is send there, and the frame return made by chinese, why else you think that certain people complain about the less than acceptable lug line painting they did? and how they managed to keep the cost of the frame & fork set down?
But the 'custom build' one are from their workshop in Leeds.

Personally I'd go for the Ritchey.As its a lot cheaper and it comes with a nice case for travelling. Plus I dont think I could live with the idea of taking a nice handmade frame with pretty paint and leaning it against itself and other sharp metal components on a bumpy train.
