It's plenty of margin for racing, but against an IF 953 (*soi-disant *pinnacle of steel frames) it's also free; IF953 is $3600, equating to £2700 with VAT, a lighter and stiffer Pinarello XTrack is £2040 at Evans and you can have it in time for the track day.
Below about £400~500, steel track frames can hold their own with the modest aluminium offerings at the price point, but once you're above that, you're spending money on art, not porn.

i like art and individuality in a bike.
I also think steel is more of an utility material rather than a competitive one for bikes.
It makes more sense to build a bike for life out of steel than anything else -

Only in the same way as steel, in the sense that certain Ti alloys (including the ones bikes are made from) have a certain stress level below which their fatigue life becomes infinite.

At 60km/h, a 100g weight saving would allow a speed increase of 0.1km/h at the same power. That would allow you to do about 2 extra crank revolutions in a 10 minute interval :-)
