If you were wondering, this thread is for the absolute best of the best, even a wonky cable means it won't make the cut. Your posted bike suffers from the following:
Saddle slammed backward on an inline post
Skinny seatpost, aero seattube.
Spacer stack
Tiny stem
No bar ends
Pathetic gear ratio
Cheap sugino messenger cranks
Seat tube cut out doesn't match curve of the wheel
BLB grim wheels
Lolslicks tyres
Risers on a track bikeThat's just the build. Cheap aluminium frames don't belong here anyway.

Definitely aero>stiffness>weight in a hour record attempt. Is it just that there are no real stiffness sacrifices made on this bike (as apposed to me assuming there are)?

Neither were the people who made these bikes. Cycling has always suffered from chasing after what you could measure, and since back in the day they couldn't measure aeros (or at least didn't think it was worth trying) they chased weight which they could measure.

Indurain’s HR Espada weighted a ton, same goes for Wiggo’s Bolide HR, pretty light for a tt track bike, but sure it weights more than the Gios posted on previous page.

^this. You could always put a cyclist on two different bikes and measure time it takes to cover certain distance (repeatedly) to determinate which bike is “faster”.
