Probably a TT or tri bike. I think the idea is smaller wheels=more aero.

Neobisnuit is a Romanian word meaning out of the ordinary, if that helps. Steer clear of Maillard Helicomatic hubs is my advice! And PAG stands for Philbrook Alison and Glen, it seems. Bill Philbrook started building frames in Forest Hill before WW2 and opened his shop in Gillingham in 1960. It seems he used other Romanian names - I have seen reference to a frame labelled as Voità.
