Customs and Vat are applied to both item cost and postage. If he marks down price you will be uninsured completely. The carrier will say the item was not declared at full value and if it gets damaged or goes missing you get nothing apart from the possibility of a summons from Customs and Excise.

Just buy on the forum classifieds, in the end it will work out about same price maybe cheaper if you want one that ratty, but you get to see it the flesh first and no risk of problems / hold ups at customs

You wouldnt save any money in import fees or postage if you bulk bought a load of frames, so no. Demand is also not that high because they pop up in the UK very often

Yes anything. You used to get exemption for item returning to country (or EEC) of origin so if you bought an Italian frame from US you could escape charges. Now it only applies to items re-imported within a very short window.
The thing is you get charged duties and then VAT on those, item cost, post and insurance.
It seems if you buy on Ebay from someone using the Global Shipping Program charges are greatly reduced.
Personally I think British snd Italian frames are quite often the best. -
