Ha! Sorry if I came across as harsh... I don't like the combination of ahead stem and lugs, it doesn't look right to me. Also not that cheap when you can get some 80s-90's steal for half that.

Wouldn't go for the Peugeot either, it'll have annoying French threading everywhere! By the look of all the axles that come with the frame I wouldn't be surprised if the bb is knackered and the previous owner tried to replace it several times before giving up and selling it! Probably worth £17, but not the trip to Scunthorpe! :)

It is the same team (1994) I think, I can't find an 'R Pierre' though. Could have been a trainee/junior or something. Not mentioned here http://www.cyclingfever.com/team.html?_ap=riders&team_idd=MTM2OA== but BB shell looks identical to team issue frames.
