If Hampshire County Council is VAT registered it has to charge VAT on sales.

You only pay VAT on something once, not sure how the bikes will have been purchased originally, would they have been VAT exempt?

Nah, Argos was 64 ctt iirc. Sirius is about 60.5 and is on the small side.

All about the top tube length though, which isn't stated.

Looks quite short actually. Could even fit Apollosaurus Rex with a bit of seatpost.
