Seems as genuine as anything of the bay, oddly I had a look at the same frame a month or two back by the same seller, I went a different direction.
Drop them an enquiring email, ask a few questions and see what comes back - Any level of intelligence, then maybe a win. Total guff, delete and move on.
Worth noting though, you will get stung for import duty - Check HMRC for what you'd have to pay.
There is a Taiwanese trader also selling Cinelli frames - cheap but you'll get import duty I would think.

I think you add about 30% to cover duty/vat, might as well buy one from here - Imagine if its fake and paypal agree to give you a refund, minus postage from taiwan to UK and back, import duty hassle, packing it back up and going to post office etc. Life is just too short
