it looks like some kind or protector yeah. That frame definitely uses a 1 inch threaded headset.

I contacted him for extra photo's and he sent them proving it was a fake, I wrote back telling him that he was cheating people and never got a reply.

Yeah I did the exact same, although i was still tempted due to the cranks:P
rip the colnago decals off and you'd have a nice old steel track frame minus the embarrassment.
Can't really complain at that price even though the Seller definitely knew it was a fake.
