If it's a whole bike, probably yes its worth a ton. If it's just the frame, you should try to pay a bit less than that. All this without looking at it...
They're Tange Chro Mo, not light, and very stable geometry suited to carrying loads. Strangely, they also feature some toe-overlap.
I love mine and decided to keep it at my GF's parents place for little rides in the country.

Yes its drilled, front and rear, for allen-bolt brakes.
I think to say 'pista' in the description is stretching it a bit (here we go Mr 'It's Not Lies It's Keywords Expanding Markets rah rah rah' will be onto me soon). It has rack mounts, bottle bosses (two sets), muguard eyes... its a 'winter bike' as sold by SJS. OK so it has rear-facing ends. It also has a cable stop on the DS chainstay. And cable guides under the BB shell. Actually a very versatile frame, could be used with a hub gear I think. SJS sold them for something like £175 new. Might have even been £150. Complete (shop built OTP sort of thing) they were about £550. They have all gone now - they started selling the plug instead.
Your cash. Not a bad frame. Not a total bargain for that money. Tough, and quite geeky looking which might make it less nickable. Like I said I rather love mine. But then I bought other bikes after this.
If you fancied it for a tiny bit less I would make them an offer by messaging.
