yes but you cock up the tried and tested handling / weight distribution of a carefully developed design. Lots of people assume that they need a custom geo when contact points and post selection can generate a great fit. How many fruity looking steep seatubes relative to the headtube angle pop up on here when the bike cad technician indulges the buyers itch for custom. It can be really vital if you have an odd body shape but for the masses its money pissed up the wall.
also to caveat i believe it is more called for in traditional horizontal top tube frames as there is less flex for the fit.
