650c wheels bicycle (for 5'3 and under)

I'm looking for 2# 650 junior track frames 43-47cm for 11year old twins. Any help appreciated.

Saw a couple of Hoy bikes at the Bike Show today. First one was a track bike priced at a very reasonable £450: http://imgur.com/W66hs57

Both have 650c wheels and are on the Evans website.
It did make me giggle as the blurb says they are suitable for 8-9 year olds. Christ kids are getting taller earlier these days!
