The arms seem a little wide, try putting the smaller conical washer from the pads on the inside of brake arms, you could also try fucking with the red dial on the lever, that adjusts the lever pull ratio a bit so you might be able to eek a bit more power out from there. Have you given the pads and rims a good clean yet?
