You need a cap on the shaft.
You can get it over with a bit of lube (a solvent, or spit)
Once it's on, then either:
1) Air compressor or Bike Pump with a valve (if you haven't got a valve, use an old presta valve)
2) Lots of solvent or spit. Use one hand just under the top of the shaft to pull, and one hand over the top of the shaft to pull. Josh is the master of it, but with a bit of practice you can get them on in less than a minute.
