If you put the pads flat against the rim rather than toeing them in you might get a sharper feeling brake, although it might be noisey, give everything a lube (well, not everything) and make sure you're old pads are clean and the rim hasn't got any oil residue or owt on from the build. While you are doing this order new pads anyway. Then trade it all in for a hydro disc.
