steeper seat tube doesn't really do much, put an in-line post and set saddle forward achieve similar result.
steeper headtube is common mainly because it mean you can use a road fork and still have similar trail as a track bike.
I didn't think it's heavy, mine weight about as much as a Dolan (8.8kg).
