It's a really good idea, I was just wondering if I could do something similar with my allen keys.

I can't see it being too hard to make one yourself. Piece of wood + big magnet (+ glue) + drill to make each hole. An old wooden doorstop might be the easiest thing to make it out of as it's already the right shape to arrange the allens in size order.

How did you measure the dimensions and get the correct cutout size for the top tube?

Which cutout? The semi circle where it sits or the whole square that fits "inside" the frame?

The semi circle was just done by measuring the top tube of my bike at its widest point and adding 10mm to give it enough room to fit the neoprene strips in (which are 5mm deep).
